When Breckenridge Village was built at 10301 N. Rodney Parham Road in the mid-1970s, it was in what was then West Little Rock, had a movie theater and became home to a number of upscale retailers, including Barbara Graves Intimate Fashions, Elle, Women’s Clothing by Forsythe and menswear by Greenhaw.

The city has long since moved west past the shopping center and the upmarket retailers have disappeared. The movie theater, Regal UA Breckenridge, remains along with a couple of restaurants, Eat My Catfish and Mt. Fuji Japanese Restaurant & Gift Shop.

The world – and shopping – has changed, and the restorative Keet family and its partners, including Hank Kelley, CEO of Kelley Commercial Partners of Little Rock, have decided that Breckenridge Village will change with it and evolve into something very different becomes: a destination hub with a focus on dining and entertainment.

“We want to increase utilization by restaurant and entertainment-centric users,” said Kelley. Kelley and Dale “Bo” Briggs partnered with KBK-Breck LLC, a group run by the Keets, when they purchased the mall in May. Kelley’s I-430 LLC was the longtime owner of Breckenridge Village and Kelley Commercial Partners has managed and will continue to manage the mall.

Since the announcement of the purchase, “the enthusiastic response has been overwhelming,” said Jim Keet, chairman of JTJ Restaurants in Little Rock. Keet is one of the “J”s in JTJ restaurants and the father of the “T” (Tommy) and the other “J” (Jake). “We’ve had so many calls, each of us individually, and not a single negative comment has been made on one person. It was all so excited about the rebirth of the property.”

Because of this “hype,” both local and national restaurants have expressed interest in the center, Keet said.

I’m sitting with Kelley and the Keets at JTJ Restaurants’ brand new 4,500 SF headquarters in one of the buildings that comprise Breckenridge. The company previously occupied approximately 2,600 SF in a building at 4324 W. Markham near the University of Arkansas for Medical Sciences.

The move demonstrates the growth of JTJ Restaurants, but also its seriousness in developing the 8.9-acre Breckenridge property, which will require a multi-million dollar redesign, including new building envelopes, new landscaping and signage, and new entrances, along with a new inner courtyard with an amphitheater. Fresh Hospitality, the Nashville, Tennessee-based restaurant group, is behind the concepts of Taziki’s Mediterranean Cafe and Waldo’s, along with a number of other restaurant brands, including the recently launched Big Bad Breakfast at 101 S. Discussing the center’s overall redevelopment, Kelley said: “Part of what’s happening is that people take space for granted until they realize there’s a think tank behind the redevelopment of the property that’s bigger than just a real estate person who bought a piece of it property. There is a real business plan that will develop from our interactions with the Bodnars, the Keets and the Kelley and Briggs group.

“And the great thing is that we arranged local financing with local banks, Relyance Bank of Pine Bluff and First Financial Bank of El Dorado,” Kelley said. “They have bought into the concept of the local restaurant owners who are helping to drive the redevelopment of this property.”

He emphasized that retailers and others will be welcome in Breckenridge Village, “but they will complement the overall theme of entertainment, food.” that we believe align with what we’re trying to do here, and of course the contacts that Hank brings to the table through his many years in the business.”

Jim Keet sees a natural “synergy” between restaurants and cinemas. And Tommy and Jake Keet, who attended Walnut Valley Christian Academy (now Little Rock Christian Academy) while it was on the property, are excited about the potential for the proposed central courtyard and envision a beautiful green space.
